By short circuiting the battery the effective circuit across $C$ is shown in figure below for calculation of Thevenin's resistance.
$R_{ eq }=\frac{3 R}{2}=1.5 R$
$\Rightarrow \tau=C_{ eq } R_{ eq }=1.5\, C R$
