Solution:

$ CC{{l}_{4}} $ is a co-valent compound, therefore, it does not ionize to give $ C{{l}^{-}} $ ions and hence, it does not give white ppt. of $ AgCl $ when treated with $ AgN{{O}_{3}} $ solution. There is no reaction to evolve $ N{{O}_{2}}.CC{{l}_{4}} $ will form a separate layer as it is immiscible with water.
