Incident ray and finally reflected ray are parallel to each other means $\delta=180^{\circ}$
From $\delta=360^{\circ}-2 \theta$
$\Rightarrow 180^{\circ}=360^{\circ}-2 \theta$
$\Rightarrow \theta=90^{\circ}$
