For (A)
No current flows
Hence $Q_A = CV$
For (B)
$ i = \frac{V}{R}e^{-\frac{t}{RC}}$
$q = CV e^{\frac{t}{RC}}$
$Q_{B} = CVe^{-1} = \frac{CV}{e}$
