$V =\frac{1}{4 \pi \epsilon_{0}} \cdot \frac{ Q }{ R } $
$\frac{1}{4 \pi \epsilon_{0}}=$ constant
$ Q =$ same (Given)
$\therefore V \propto \frac{1}{ R }$
$\therefore$ Potential is more on smaller sphere.
