$\frac{I_1}{I_2} = \frac{M_1R^2_1}{M_2R^2_2}$ for a circular loop, $M\, \alpha\, R$
$\therefore $ $\frac{I_1}{I_2} = \frac{R^3_1}{R^3_2}$
