Solution:

Force on system $F=\left(m_{1}+m_{2}\right) a$
Maximum friction force on $3\, kg$ block
$=\mu 3\, g =3\, a $
$a =\mu g$
so maximum force on system
$F=\mu\left(m_{1}+m_{2}\right) g$
$F=0.4(6+3) g=4 \times 9=36 \,N$
