From law of conservation of angular momentum, when no external torque acts on a rotating body, then the total angular momentum of the body remains constant.
That is, If $\tau=\frac{d J}{d t}=0 $
$\Rightarrow J=I \omega=$ constant
where $I$ is moment of inertia and cd is angular velocity.
