$NaHCO _{3}$ reacts with $-$ COOH group to give out $CO _{2}$ while other groups do not react with it

salicylic acid $+ NaHCO _{3} \longrightarrow $ effervescence of $CO _{2}$

Phenol $+ NaHCO _{3} \longrightarrow $ No reaction

$\therefore \, NaHCO _{3}$ is used to distinguish between phenol and salicylic acid.
