Solution:

$\vec{ S }-\vec{ P }= b \vec{ R }$
and $\vec{ Q }-\vec{ S }=(1- b ) \vec{ R }$
where $\vec{ R }=\vec{ Q }-\vec{ P }$
From these two equations
$\vec{ S }=(1- b ) \vec{ P }+ b \vec{ Q }$
