radius = $9$ units = $R$
$\therefore $ Required equation is $\left|\vec{r}-\vec{c}\right|=R $
$\Rightarrow \left|\vec{r}-\left(3 \hat{i}+\hat{j}-2\hat{k}\right)\right|=9$
