$\left[X\right] = 1 × 10^{-3}M$
$\left[Y\right] = 2 × 10^{-3}M$
$XY_2(s) \rightleftharpoons X^{2+}_{(aq.)} +2Y^-_{(aq)}$
$ksp = [X^{2+}] [Y^-]^2$
$= (10^{-3}) (2 × 10^{-3})^2$
$= 4 × 10^{-9}\, M^3$
