$-8 \leq 5 x-3 $
$\Rightarrow -5 \leq 5 x $
$\Rightarrow -1 \leq x$
$5 x-3 < 7 $
$\Rightarrow 5 x < 10 $
$\Rightarrow x<2$
Hence, common sol is $-1 \leq x < 2$
$\Rightarrow x \in[-1,2) $
$\Rightarrow a=1, b=2$ and $a+b=3$
