$R\propto(\theta-\theta_0).Hence\,R_1\propto(50-20)\,and\,R_2\propto(40-20).Thus\,R_1/R_2=3/2.Since \,same \,amount\,of \,heat\,is\,lost\,in\,both\,the\,cases\,therefore\,R_1t_1=R_2t_2$
