Solution:

Transcription involves three separate process : initiation, elongation and termination. Initiation begins when the $RNA$ polymerase binds to the promoter which serves only as a target site for binding of the $RNA$ polymerase and is not transcribed. Each gene contains a specific promoter region for guiding the beginning of transcription. This is followed by region of gene (structural gene) that is transcribed and ends with a terminator that stops transcription.
