Cell constant $=\frac{c o n d u c t i v i t y}{c o n d u c tan c e}$
$=$ Conductivity $\times $ Resistance
$=0.146\times 10^{- 3} \, Scm^{- 1}\times 1500 \, \Omega$
$=0.219 \, cm^{- 1}$
