Solution:

$\frac{m R^{2}}{2}=M\left(\frac{L^{2}}{12} + \frac{R^{2}}{4}\right)$
or $\frac{R^{2}}{2}=\frac{L^{2}}{12}+\frac{R^{2}}{4}$
or $L=\sqrt{3}R$
