For first order reaction,

rate $=$ rate constant $\times$ concentration of reactant

$\therefore $ Initial rate $=$ rate constant $\times$ Initial concentration

$=3 \times 10^{-6} \times 0.10=3 \times 10^{-7} \,M \,s^{-1}$
