$P_{1}=130 \, dB$
$P_{2}=10log\left|\frac{400}{10^{- 12}}\right|$
$=10log\left|4 \times 10^{14}\right|$
$=140+10log4$
$P_{2}=146 \, dB$
$\Delta P=\left(\right.146-130\left.\right)=16 \, dB$
