Solution:

$\cos \phi=\frac{1}{\sqrt{3}}, \tan \phi=\frac{\sqrt{2}}{1} \tan \phi$
$=\frac{X_{L}}{R} \sqrt{2}=\frac{2}{R}$
$ \Rightarrow R=\sqrt{2} \Omega$
