$CH _{3} COONa$ being strong electrolyte ionizes into $CH _{3} COO ^{-}$ and $Na ^{+}$ ions and it suppresses the ionization of $CH _{3} COOH$

$\left( CHCOOH \rightleftharpoons CH _{3} COO ^{-}+ H ^{+}\right)$

thereby decreasing the $H ^{+}$ ion concentration. This could increase $pH$ to beyond 4.3
