the effective concentration of $H ^{+}$ is one-tenth of total concentration.

Therefore concentration $=\frac{1}{10} \times 0.001\, N$

$=0.0001\, N$

$\Rightarrow \,\,\,pH = -\log \left[ H ^{+}\right]=4$
