The order of reactivity depends upon the stability of the carbocations formed
Stability of carbocations is in the order
$\underset{\text{$I(2^{\circ}$, F nearer)}}{{FCH_{2}\overset{+}{C}HCH_{3}}} <\, \underset{\text{$II(2^{\circ}$, F away)}}{{FCH_{2}CH_{2}\overset{+}{C}HCH_{3}}} <\, \underset{\text{$III (2^{\circ})$}}{{CH_{3}\overset{+}{C}HCH_{3}}}<\, \underset{\text{IV (Benzyl)}}{{ph \overset{+}{C}H_{2}}}$
Hence the order of relative reactivity of the alcohols will follow the order: IV > III > II > I
