Electronegativity of carbon is directly proportional to the s-character in hybridised state, i.e. more is the s-character more will be the electronegativity. Thus, the order of electronegativity of carbon will be
$\underset{(50\% \,s \text{Character})}{sp} > \underset{(33.3\% \,s \text{Character})}{sp^2} > \underset{(25\% \,s \text{Character})}{sp^3}$
