$\Delta=\frac{1}{2}\left(\frac{a}{\cos \theta}\right)\left(\frac{b}{\sin \theta}\right)=\frac{a b}{\sin 2 \theta} \geq a b$
$\therefore \Delta_{\min .}=(4)(9)=36$
