This is a dehydrohalogenation reaction. Hydrogen atom attached to carbon bearing $- NO _{2}$ group is highly acidic due to its electron withdrawing nature. Therefore, a molecule of $HCl$ will be lost with the formation of $C = C$ double bond. Also, double bond is in conjugation with nitro group
