Solution:

In ice each $H _{2} O$ molecule is associated by $H$ -bonds to three $H _{2} O$ molecules in a tetrahedral manner. This arrangement gives rise to an open cage like structure. Due to which there are a lot of open spaces in ice, so lesser density than liquid water.
