$\frac{ E _{ k _{1}}}{ E _{ k _{2}}}=\frac{ hv _{1}-\phi}{ hv _{2}-\phi_{2}}$
$=\frac{1-0.5}{3-0.5}$
$\frac{0.5}{2.5}=\frac{1}{5}$
