Solution:

The common stable oxidation state of all the lanthanides is $+3$. The oxidation states of $+2$ or $+4$ can also exhibited only in those cases where stable $4 f^{0}, 4 f^{7}$ or $4 f^{14}$ configurations are achieved. $Ce ^{4+}$ is stable due to $4 f^{0}$ configuration.
