Solution:

According to Ohm's law,
$V=IR$
$\Rightarrow I=\frac{V}{R}$
That is, the electric current is proportional to the voltage.
$I \propto V$
In case of Ohmic conductors, $I-V$ graph represents a linear relationship. That is, the graph between the electric current and voltage is straight line passing through the origin.
Therefore, the $I-V$ characteristics shown in the figure is of a non- Ohmic conductor.
