Output of $X_2 = AB$
Then, $Y = X_1 + X_2$
$Y = A\bar{B} + \bar{A}B + AB$
$Y=A(B + \bar{B} )+ \bar{A} B$
$Y = A + \bar{A} B$
$Y =A + B \,\,\, [\because A + \bar{A}B =A + B]$
So, the circuit is equivalent to $OR$-gate function.
