Solution:

$C \propto \frac{1}{d} \Rightarrow \frac{C_{1}}{C_{2}}=\frac{d_{2}}{d_{1}}$,
so $\frac{C_{2}}{10}=\frac{8}{4} \Rightarrow C_{2}=20\, \mu F$
