Solution:

Photochemical smog is initiated by the photochemical dissociation of $NO _{2}$ that result in the formation of NO. This NO rapidly reacts with $O _{3}$ to give $NO _{2}$ (brown gas), responsible for causing haze if its concentration is very high.
