E.m.f. induced in a coil is given by, $\varepsilon = L \frac{dI}{dt} \, i.e. \, L = \frac{E}{dl/dt}$
Here $\varepsilon $ = IV , dI = (0.4 - 0.2) = 0.2A and dt = 0.1s $\therefore $ L = l/(0.2/0.1) = 1/2 = 0.5 H
