$\overset{ \rightarrow }{v}=vcos \, \theta \hat{i}+\left(v sin \theta - g t\right)\hat{j}$
$\therefore $ $tan\alpha =\frac{v_{y}}{v_{x}}=\frac{v \, s i n \theta - g t}{v \, c o s \theta }$
