Solution:

The dipole is in stable equilibrium, when the torque on it is zero. Since $\overrightarrow{\tau} = \overrightarrow{p} \times \overrightarrow{E}$, therefore $\tau$ = 0 when the angle between $\overrightarrow{p}$ and $\overrightarrow{E}$ = 0.
