Solution:

A highly soluble substance like sodium chloride ordinarily increases the surface tension. But sparingly soluble substances reduce the surface tension. Oil being sparingly soluble reduces the surface tension. i.e.
$T _{2}< T _{1}$ or $T _{1}> T _{2}$
