$H_{3}PO_{4}+OH^{-} \to H_{2}PO^{-}_{4}+H_{2}O$
For same amount of alkali, $H_{2}SO_{4}$ and $H_{3}PO_{4}$
required are in the ratio $1 :2$ (by number of moles or by weight)
