Solution:

Both cis and trans form of the given complex $\left[ M \left( NH _{3}\right)_{4} Cl _{2}\right]$ are optically inactive due to the presence of plane of symmetry and alternate axis of symmetry.

A molecule is said to possess $n$-fold alternate axis of symmetry, if rotation of molecule along the axis by an angle of $360 / n$ followed by reflection in a plane perpendicular to the axis results in the same structure.
