Solution:

When primary amines (aliphatic) react with $HNO _2$, unstable diazonium salt is obtained which readily dissociate to give a carbocation, $N _2$ and $Cl ^{-}$(the leaving group). The carbocation upon hydrolysis gives alcohol
$CH _3 CH _2 NH _2 \xrightarrow{ HONO }CH _3 CH _2 \overset{+}{N} \equiv N ^{-} Cl$ $\rightarrow CH _3 \overset{\oplus}{ C}H _2 \xrightarrow{ H _2 O }CH _3 CH _2 OH + H ^{+}$
