Permanganate titrations are not carried out in presence of $HCl$ because it may oxidise some of the $HCl$ to $Cl_2$ gas according to the following chemical reaction; $2MnO^{-}_4 + 16H^{+} + 10Cl^{-}\to 2Mn^{2+} + 8H_2O + 5Cl_2.$ Hence we do not get the correct end point for the given titration.
