Solution:

Phenoxide ion generated by treating phenol with $NaOH$ is even more reactive than phenol towards electrophilic aromatic substitution. Hence, it undergoes electrophilic substitution with $CO _{2}$, (a weak electrophile) and ortho-hydroxybenzoic acid is formed as the main product. (Kolbe's reaction)
