Solution:

Removal of apical meristem leads to increase in cytokinin level of lateral buds. It stimulates cell division and completes vascular connection between axillary buds and transport stream. Now, axillary buds get sufficient supply of IAA, cytokinin and other solutes so that these may develop into new shoots.
