Solution:

The given situation can be shown in figure below,

As the rain makes an angle of $30^{\circ}$ with the vertical. So, the angle made by it with the horizontal is
$\theta=90^{\circ}-30^{\circ}=60^{\circ}$
And as the car is moving in horizontal direction with the same speed as that of the rain. So, the rain appears to him falling at an angle of $60^{\circ}$.
