Solution:

$L \, \propto h^{a}c^{b}G^{c}$
$\left[L\right]^{1}=\left[M^{1} L^{2} T^{- 1}\right]^{a}\left[L T^{- 1}\right]^{b}\left[M^{- 1} L^{3} T^{- 2}\right]^{c}$
Solving,
$a=\frac{1}{2}, \, c=\frac{1}{2}, \, b=-\frac{3}{2}$
$\Rightarrow L=\frac{\sqrt{h G}}{c^{\frac{3}{2}}}$
