According to Bent's rule in $O_{2}F_{2}$ , there is more p-character in $O-F$ bond in comparison to $O-H$ bond in $H_{2}O_{2};$ hence s-character in $O-O$ bond is greater in $O_{2}F_{2}$ so bond length is smaller in this.
