$ \rightarrow Cl^{-}$ weak ligand

$ \rightarrow $ High spin

$\left[\right.PdCl_{4}\left]\right.^{2 -} \rightarrow $ Pd is 4d series element

$ \rightarrow $ Low spin

$\left[\right.PtCl_{4}\left]\right.^{2 -} \rightarrow $ Pt is 5d series element

$ \rightarrow $ $\text{Cl}^{-}$ act as strong field ligand for $\text{Pt}$ and $\text{Pd}$ as they are $\text{5d,} \, \text{4d}$ elements respectively with high effective nuclear charge.
