In every $H_{2}O$ molecule each $H$-atoms is involved in hydrogen-bond with $O$-atoms of other molecule, while $O$-atoms is involved in two hydrogen-bonds with two $H$-atoms of other molecules. Thus, every $H_{2}O$ molecule involves four hydrogen-bonds.
