Solution:

As $(7, 7) \notin R$, so $R$ can not be reflexive.
Again $(7, 8) \in R$ but $(8, 7) \notin R$, so $R$ is not symmetric.
As $(7, 8), (8, 8) \in R$
$\therefore R$ is transitive.
