Solution:

$KMnO _4$ gets reduced to $MnO _2$ in neutral medium.
$2 KMnO _4+ H _2 O \longrightarrow 2 MnO _2+2 KOH +3[ O ]$
or $MnO _4^{-}+2 H _2 O +3 e ^{-} \longrightarrow MnO _2+4 OH ^{-}$
In alkaline medium, it gets reduced to $MnO _2$ while in acidic medium it gets reduced to $M n^{2+}$ ions.
